Abstract

The aim of this paper was to evaluate the role of training and development programs in developing the innovative capabilities of the administrative leadership in through a case study applied on the Ministry of Culture and Sport. Different areas were addressed. They covered training and development, and development of administrative leadership: role and importance. Areas covered included the concept of training, development concepts, and a comparison between traditional leaders and development leaders. Seventy-four administrative leaders from the Ministry of Sports and Culture were involved in the study. It was found out that most of them were young or middle-aged holding BA and MA. They accepted that the training and development programs have a role in developing innovative capabilities. Most of them appreciated these programs. However, it is recommended more improvements can be made. The Ministry is advised to take care to select leaders who believe in change and continue running development programs to enhance and improve leaders' knowledge, experience and skills. More innovative training and development programs are advised to have more innovative and creative leaders that contribute to the organization more effectively.
